fix(hosted): await async task propose + bridge starter seed path

Hosted bridge passes async createProposal to shared handlers; without await proposal_id was undefined in live propose responses. Pass resolveStarterTasksDir from bridge so lazy starter seed works when Netlify cwd != package root.
