fix(bridge): include flows/starter in deploy/bridge Netlify zip

knowtation-bridge uses Package directory deploy/bridge; root netlify.toml included_files never reached that site. Without flows/starter JSON in the function bundle, Start run cannot seed and returns unknown_flow.
