security: pin @netlify/dev-utils to clear image-size audit (pre-bridge)

Override @netlify/blobs → @netlify/[email protected] so npm audit is 0 high/critical without downgrading the blobs 10 connectLambda/getStore API. Unblocks muse-bridge for KN-APPLE land.
