feat(hub): FLOW-WRITE-LIVE-KN-b admit Flow authoring fingerprints

Persist validated scooling.flow: external_ref on flow propose for new/edit/import; widen T5 personal self-apply for §FWL.4.1 (exact kind, meta/flows, personal scope); refuse capture/delegation/wrong-ref. Seven-tier 11/11; BV pass. No prod env flip.
