fix(bridge): delegation canister propose parity + Hub code logging (F26 r2)

Bridge bypassed gateway proposal augment on POST /api/v1/proposals for delegation consent/identity proposes. Merge evaluation policy + review triggers, force pending eval, pass sessionBound/proposed_by, and log Hub code on consent propose failures for production smoke diagnosis.
