feat(docs): wire inert Drive/Notion connectors and pass BV

Expose frozen docs routes on self-hosted Hub, bridge, and gateway with strong docs blob hydrate; import stays Review-before-write only. Gates remain false. Seven-tier 12/12; build-verification pass. No Scooling Ready flip.
