Phase 7D-L2: flow-store blob sync + audit smoke runner.

Merge hub_flow_store.json on external-protocol hydrate; persist flow store after task apply-approved; add boundary_policy on tasks; complete sets done; add §16.2 live smoke script and merge unit test.
