docs: PRODUCT RELAY → Scooling §FWL.9 SMOKE; sync SD-21 tiers

Replace stale HOSTED Thinking paste with tip_hash-matched relay. Point docs.handover at living OVERSEER-HANDOVER.md; ok sync tiers.
