feat(f24): flip DOCS_NOTION_HUB_KEY_AUTHORIZED=true (Tier 3)

Operator-authorized Notion Hub-key gate for F24 smoke. Tests assert gate true; HUB-API documents flip. NOTION_API_KEY remains env-only on bridge.
