SEC-SEAM-1a: record freeze review round 2 (blocked) + halt loop for operator

Round 2 returned 18 findings (N1-N18). Recorded in full in freeze section 11.1; none auto-fixed. Loop halted per freeze-review-loop skill because N1 escalates security and changes the design.

N1: seam classification and the hosted task apply hook key on different frontmatter fields (proposal_kind vs task_proposal_kind), so a crafted proposal classifies non-seam and still triggers apply. Round 1's own F3 fix is what N1 refutes. Fix direction recorded as new operator decision D4 option A: classification must reuse normalizeCanisterProposalForTaskPrecheck rather than any hand-written field list.

Also corrects the header's unsupported claim that the mechanical gate runs between rounds (N16).

Governance sync: ROADMAP row -> 1a FREEZE BLOCKED; handover NEXT SESSION is now the round-3 fix prompt. SEC-SEAM-1b Auto must not start. T1-T5 unexecuted. No merge.
