feat: SITE-FINISH-FLOW-RUN-KN-b gateway→bridge run/consent proxies

Ship §FR.0.4 hosted run/consent family via gateway proxies and bridge registerBridgeFlowRunRoutes (flow-store blob sync; env gates stay off). Async submit-review for canister create; seven-tier 10/10; BV pass.
