feat(billing): publish Hub training rate for LAB-GPU S4.

Add COST_CENTS.training=100 and COST_BREAKDOWN operation training so Scooling can bind publishedRates (SD-30/SD-31). Display rate only; no Hub training deduct invent. Merge held for Operator land.
