FINISH-COMPLETE-APPLY-KN-b: admit Tasks/Media self-apply fingerprints (T5)

Persist validated Scooling external_ref on task/media propose; replace empty seam admission with §FCA.4 Tasks/Media fingerprints (personal scope; task_assign self-assign only). Keep Delegation SELF_APPLY_DELEGATION_REFUSED and Flow not admitted. Widen E1 with sessionBound/author gates; Motoko rewrites pending mirror paths to proposal_id. Seven-tier 14/14. Awaiting BV before DONE. No production env flips. No merge.
