fix(protocol): 7D-L1 bridge hotfixes for live external agent smoke

Merge delegation grants on external-protocol blob hydrate so revoked/minted grants survive warm-lambda reads; wire X-Delegation-Bearer through gateway; allow agent_* task assignees; fix E4 blocked status response; add §16.1 smoke runner.
