Initial extraction from tellurstori/maestro

Complete Muse VCS codebase extracted from the Maestro monorepo: - 33 service modules (merge, rebase, drift, checkout, motif, groove-check, etc.) - 85 CLI files (muse_cli package + 73 subcommands) - FastAPI HTTP router for /api/v1/muse/* endpoints - SQLAlchemy ORM models for muse_variations, muse_phrases, muse_note_changes - TourDeForce HTTP client - 96 test files (unit, CLI, e2e, integration) - 6 documentation files (architecture, protocol, reference)

Some imports reference maestro.* packages — see README for standalone setup guidance.
