docs: Wall 24 — per-IP CF quota confirmed; W24-E0 is next

W24-D0 result: CONN_ROTATION_INTERVAL=20 + INTER_CLIENT_SLEEP=1.0s fails at batch 32 (12 batches into client 2). Total sequential requests at failure: 32. Consistent with W24-A2b (28 total with one client). Confirms per-IP quota, not per-connection limit.

T_HANDSHAKE=1.0s confirmed (W24-B0). T_QUOTA unknown — W24-E0 tests 10s sleep.

push.py: CONN_ROTATION_INTERVAL=20, INTER_CLIENT_SLEEP=1.0s with updated comment block. fixture script: rewritten to single Python invocation (was per-file subprocess, very slow).
