chore: bump version to 0.2.1rc2 for release candidate 2
v0.2.1-rc1 was cut before Phases 4-6 of musehub staging #185 (sandbox tooling, belt-and-suspenders backups, and the full wire-together + acceptance test) landed on dev, plus several bug fixes found along the way (#188/#189/#190). rc1 is stale — it doesn't include any of that.
`muse release suggest` recommends a minor bump (v0.2.2) given the structural size of the changes since rc1, but per gabriel: staying on the 0.2.1 line deliberately, overriding the automatic suggestion.
