fix: drop copilot adapter from agent-config

.github/copilot-instructions.md is a GitHub convention. We use Muse. Having .github/ in a Muse ecosystem is a leaked git/GitHub assumption. GitHub Copilot is coupled to GitHub — Muse users are not on Copilot.

Removes the copilot entry from _ADAPTERS and its test.
