docs(wire): update musewire-performance.md with Phase 14 status + Wall 24

- Phase 14A+B marked complete with full implementation status table - Three bugs discovered and fixed during staging test documented: 1. _frame_generator not routing t=OC dicts (was emitting O-frames) 2. OC batch guard missing (_oc_open) — chunks split across HTTP POSTs 3. OC server missing decompression before hash verification - Wall 24 opened: SSL bad_record_mac on large repo push (81 batches, no R2 PUTs) - W24-A0 is the most atomic next step: muse-wire-test 60 objects → staging
