merge: task/mwp-7-issue-doc into dev

Docs-only branch tracking MWP-7 (muse#62) sibling-ref negotiation and dry-run alignment work, all 4 phases complete. pyproject.toml conflict was cosmetic only — the branch never touched the version string, it was just stale at rc14 from before this session's rc15 bump; resolved as dev's current rc15.
