fix: rename hub issue get→read, proposal view→read; add _enrich_hub_url_from_remote

- _enrich_hub_url_from_remote: when the hub URL stored by muse hub connect is a bare base URL (no owner/slug), look up a remote whose netloc matches and extract owner/slug from its path — so muse hub issue read <n> works after muse hub connect http://localhost:10003 without extra flags. - Rename 'muse hub issue get' → 'muse hub issue read' (consistent verb across CLI and MCP). - Rename 'muse hub proposal view' → 'muse hub proposal read' (same rationale). - TDD: 9 new tests covering _enrich_hub_url_from_remote, issue read subcommand existence, and proposal read subcommand existence.
