feat(hub): add --status open/closed to muse hub issue update

Adds ergonomic --status flag so agents can close or reopen issues without manual API calls. Dispatches POST /close or POST /reopen after optional field-update PATCH. TDD: four new tests covering close, reopen, invalid value, and combined body+status.
