fix: strategy_label covers all 6 strategies including cherry_pick

- Add state_overlay → overlay and cherry_pick → cherry pick to the macro - Add else fallback so unknown values never render blank - Use strategy_label in proposal scard (was using raw replace) - Strategy chip now appears for every proposal in the list - 16 integrity tests green
