feat: spectral sigils on issue page, remove redundant body-hd

- Remove isd-body-hd (author / identity badge / date) from the body card — this info is already in the hero eyebrow top-right - Add spectral sigil (<img /avatars/handle/{handle}.svg>) to: · Hero eyebrow (filed-by author, 20px) · Comment and reply headers in the activity timeline (24px) · Assignee card in the sidebar (32px) - Letter-initial isd-avatar spans replaced; isd-body-hd rule removed from SCSS; new isd-eyebrow-sigil / isd-comment-sigil / isd-assignee-sigil rules added (border-radius: 50%, flex-shrink: 0)
