docs: file MWP-6 wire-suite revival plan (musehub#110)
Load-bearing, multiphase, TDD implementation plan for re-enabling the ~19 mass-skipped wire/mpack test files (RC-6). Full inventory pre-classified revive/rewrite/delete against the frozen MWP-1..5 contract, with the key insight that test_mpack_phase3.py (issue-#69 sync-push premise) contradicts the shipped async pipeline and must be deleted, not revived. Symbol anchors and test-infra notes included for cold pick-up by another agent.
