refactor: move intelligence panel to sidebar, add colored icons
Remove risk band from main column. Add Intelligence scard below Version Impact in the sidebar — Blast Δ (warning/orange), Breakage (danger/green), Symbols (accent/blue), Test Gaps (warning, conditional). Reuses gate-item layout for consistent row style with colored inline icons.
