feat(issues): Phase 1A + 1C — symbol anchors panel and Act via CLI card

- Extract symbol: labels into symbol_anchors list; non-symbol labels go to display_labels so the raw symbol: prefix never appears as a chip - New Symbol Anchors panel in main column: file path + ::Symbol, accent blue, link to file in tree view - Removed musical references panel (music domain artifact, not generic) - Removed comment textarea form — write operations are CLI-first; the page is the observation layer, not the write layer - Added 'Act via CLI' sidebar card with muse hub issue comment/close snippets and a note that writes require a signed MSign key - Activity timeline section is now read-only; empty state updated to match - SCSS: replaced .id-musical-panel and musical ref styles with .id-anchors-panel, .id-anchor-item, .id-cli-card, .id-cli-snippet - Tests: updated placeholder assertion, added 4 new tests for symbol anchors and CLI card coverage
