SEC-KN-3a: refresh resolveHostedActorRole assertions; isolate billing-repair DB.

Align RBAC source-shape tests with the SEC-KN-3 single-verify + isMcpAccess return shape without weakening mcp_access allowlist caps. Stop billing-repair hangs by resolving billing DB path from env at call time and using a temp file in tests (not a canister-replica skip — that was a false diagnosis).
