SEC-KN-4b DONE: build verification round 2 = pass.

Independent BV re-verified R1-R9 and the four round-1 fixes against the frozen spec. One new MINOR found and fixed: freeze R5 required docs/AGENT-DELEGATION-V0-SPEC.md:245 to mark org_ref reserved — amended. SEC-KN-4 tests 31/31; canister:verify-migration exit 0; Motoko compile verified. Governance sync (SD-17): ROADMAP + OVERSEER-HANDOVER. NEXT = SEC-KN-3a. T1-T4 not executed. No merge, no deploy.
