refactor(hub): rename CLI subcommands to canonical verbs

- issue edit → issue update (run_issue_edit → run_issue_update) - repo settings → repo update (run_repo_settings → run_repo_update) - repo transfer → repo transfer-ownership (run_repo_transfer → run_repo_transfer_ownership) - collaborator update → collaborator update-permission (run_collaborator_update → run_collaborator_update_permission)

TDD: 8 new tests added (4 verify new names work, 4 verify old names rejected) All 57 hub tests pass.
